How to make (adult-size) boot tops for a pirate costume?

I have my costume for Halloween - a pirate wench, but I'm having trouble with the boots. Since I'll be on my feet for most of the night, I want to be comfortable. I have some basic black shoes that I want to make boot tops for. I have wide calves, so the store-bought ones don't fit. Anybody have (inexpensive!) ideas for making tall boot tops? I was thinking of using vinyl fabric and lacing up the back with cord, but I don't have a pattern.

A friend of mine went to the Salvation Army thrift Store and bought silk looking slacks. If you could find leather pants that would work to. The great thing they do not have to fit in the waist. You will be cutting off the legs.
For the top part she cut it at a angle and folded it over outwards. She used heavy starch and a iron. But two sided tape will work or even craft glue.
